Elevate Celebrates Michigan’s 2024 State Passage of House Bill 5028 Creating Healthier Homes

The Bill Signed by Governor Whitmer is a Historic Step to Protect the Environment and Create Sustainable Homes – A Move That Will Help Michiganders Save Money

Lansing, MI – Today, Elevate honors and celebrates the signage of Michigan’s State House Bill 5028 guaranteeing that over 1.4 million Michiganders living in homeowners associations can be a part of the green and clean economy. The bill signed into law by Governor Gretchen Whitmer is a testament to the commitment that families across the state need.  

As a partner in the fight for equity through climate action, Elevate is proud that the State of Michigan is taking the necessary steps to address sustainability that works for all.  

“I am grateful for the leadership of Governor Gretchen Whitmer and the Michigan Legislature for enacting House Bill 5028 into law. This law will allow people to reduce their energy and water usage, saving them money, helping people live healthier, all while protecting our environment,” said Dr. Anne Evens, Executive Chief Officer of Elevate. “We look forward to implementing these solutions for residents in many of Michigan’s disinvested communities.” 

“House Bill 5028 helps ensure that many more Michigan residents have access to clean energy and sustainability improvements that will improve their health, save them money, enhance comfort, and help address the climate crisis,” said Dr. Missy Stults, Sustainability and Innovations Director, Ann Arbor Office of Sustainability and Innovations, with the City of Ann Arbor.  “This is a win-win-win bill, and we are excited to work with Ann Arbor residents and others throughout the State to make sure residents have the information they need to take advantage of the new opportunities afforded by this bill.”    

This new law will ensure people living in Homeowners Associations have access to sustainable resources such as: 

  • Rooftop solar panels  
  • Battery storage 
  • Electric vehicle (EV) charging stations 
  • Insulation 
  • Efficient windows 
  • Heat pumps 
  • Rain barrels  

House Bill 5028 is a step in the right direction toward meeting Michigan’s climate justice goals, and we know this work would not have been accomplished without the support from our partners including the Michigan Energy Innovation Business Council, the City of Ann Arbor, the Michigan Environmental Council, and Solar Energy Industries Association, who advocated for this law to protect our communities and our environment.
