Program Manager, Tribal
The Program Manager, Tribal is responsible for managing projects to implement decarbonization planning and retrofits within Tribal communities in coordination with internal Elevate staff and external partners. This role supports Elevate’s strategic goals to decarbonize buildings and support climate equity. Responsibilities involve program management (including budgeting, forecasting, and reporting), project deployment, workforce development, contractor management, community engagement, and technical assistance. This position is an opportunity to work collaboratively with tribal communities to advance decarbonization projects and address climate solutions with a holistic approach accelerating the adoption of energy efficiency, electrification, and renewable energy. The Program Manager, Tribal reports to the Associate Director, Tribal Programs.
The position is based in Northern Wisconsin and is currently a remote role with 25% of time dedicated to travel. There may be instances in which on-site visits and travel are required.
Responsibilities
- Oversee the development and execution of integrated project work plans (budgets, schedule, resources, deliverables and reporting).
- Manage relationships with subcontractors.
- Monitor the execution of program activities, project metrics, and work plan adjustments.
- Communicate regular project/program updates and results to internal staff and external stakeholders.
- Ensure compliance with governmental, utility, or environmental regulations; develop, review.
- Support process development, including assessment and construction best practices.
- Ensure projects fully comply with Elevate’s operational processes and project management tools such as the ERP system, CRM (Salesforce), etc.
- Work with shared services and QA/QC teams to maintain and improve program quality.
- Identify, vet, and execute new ideas or best practices to improve program operations.
- Represent Elevate with local, state, and national energy efficiency stakeholders at meetings, conferences, etc.
- Stay current on affordable housing policies, energy efficiency and green design trends, and available financial and program offerings.
- Center the lives and voices of economically disadvantaged and Black, Brown, and Indigenous people and communities.
- Perform other duties as assigned.
Qualifications and Skills
- Bachelor’s degree required or relevant lived experience
- At least two (2+) years of experience with affordable housing improvement or community engagement initiatives.
- At least two (2+) years project management experience including developing proposals, managing and tracking resources, maintaining client relationships, budgeting and financial reporting, internal and client progress reporting and quality assurance of deliverables
- Must have reliable transportation and a valid drivers license
- Experience successfully managing and prioritizing multiple projects simultaneously while delivering on time and within budget
- Project Management Professional (PMP)® certification preferred
- Excellent written and verbal communication skills

- Ability to work independently and as part of a team, as well as facilitate collaboration and accountability
- Strong self-starter and takes initiative
- Proficiency in MS Office applications (Outlook, Word, Excel, Access, Teams)
- Preferred working knowledge of Asana, Salesforce and Unanet
- Comfortable with change and uncertainty
- Willingness to travel as required

Compensation
The total compensation for this position includes health and welfare benefits (medical, dental, vision, etc.), defined contribution benefit (401k with contribution), professional development, generous paid time off policies, and a flexible schedule. This is an exempt individual contributor position with a salary range of $75,000 – $85,000, based on experience.
