Illinois Solar for All is a statewide program that brings the benefits of solar energy to income-eligible households, non-profit organizations, and public facilities.

Elevate serves as the Program Administrator for Illinois Solar for All (ILSFA) on behalf of the Illinois Power Agency, an independent state government agency. Through ILSFA, eligible homeowners, renters, nonprofits, and public agencies can receive affordable solar installations and save money on electric bills. Illinois Solar for All

For Homeowners

Single-family and multi-family homeowners can participate in Illinois Solar for All: Residential Solar program, which gives income-eligible households access to residential solar installations with no upfront costs and guaranteed savings. Most qualified participants will have no upfront costs, and any ongoing costs or fees will not exceed 50% of the value of the energy generated from the solar installations. Through the program, single-family homeowners have saved an average of $1,000 on annual electric bills.

For Homeowners and Renters

The Illinois Solar for All: Community Solar program lets income-eligible homeowners and renters benefit from solar savings without having to install solar panels on their property. For many, a solar installation at home isn’t the best option because of technical or suitability hurdles like the direction or angle of the roof.

Renters and homeowners can subscribe to a share of a community solar project through the Community Solar program. Participants are credited on their utility bill for the energy produced by their share of the system, saving money and reducing the impact of climate change.

For Nonprofit and Public Facilities

The Non-Profit and Public Facilities program provides access to solar installations with no or low upfront costs on properties occupied by eligible non-profit organizations and public facilities that provide energy benefits directly to them. Projects are installed onsite and directly serve the energy needs of qualified participants.

For Approved Vendors

All ILSFA projects are developed by solar companies called Approved Vendors. Approved Vendors are vetted and must meet rigorous program requirements, including quality workmanship, participant savings, and consumer protections. Solar developers that are already Approved Vendors in the Adjustable Block Program can apply to become ILSFA Approved Vendors.
